
Method 1: Specific to Terminal Server. Delete Resiliency Registry Key
Note: Can be done while other users are using Outlook on the terminal server and does not require a system restart
- Close Outlook 2003 on the Terminal Server. Note: Can be done while other users are using Outlook on the terminal server and does not require a system restart
- On the Windows Terminal Server, click Start, and then click Run.
- In the Open box, type regedit, and then click OK.
- Before making any changes, be sure to export a backup of your entire registry. File > Export > check All > Save.
- Locate and delete the following registry key (folder and all):
HKLM\Software\Microsoft\Windows NT\Current Version\Terminal Server\Install\Software\Microsoft\Office\10.0\Outlook\Resiliency
- Quit the Registry Editor.
- After deleting the registry key you will be prompted one last time to run in safe-mode. Select NO and now you will not be prompted again.
Method 2: Non-Specific remove/disable an Add-ins
At the Outlook prompt for safe mode choose YES.

Go to Help > About Microsoft Office Outlook
Click Disabled Items to view if you have any disabled by Outlook. If you do then proceed to #4. If you do not then this will not solve your issue.

We are now going to uninstall the disabled Add-In
Now browse to view installed Add-Ins. Tools > Options.

Go to the Other tab and click Advanced Options

Select either Add-Ins manager or COM Add-Ins to view the add-ins

In the Add-In Manager, if present, uncheck the Add-In that was listed in step #3.

In the COM Add-Ins, if present, Remove the Add-In that was listed in step #3.

- Close and re-open Outlook. You should now be able to open Outlook normally
